As explained in the insight published by Simon Lasham in July 2026 the Health and Safety (First-Aid) Regulations 1981, outlines the requirements of employers to provide adequate and appropriate first aid equipment, facilities, and personnel to enable first aid to be administered when required. While the Regulations do not prescribe the exact contents of a first aid kit, the Health and Safety Executive (HSE) recommends that first aid kits are stocked in accordance with BS 8599-1. Typical contents may include adhesive dressings (plasters), cleansing wipes, bandages, and other essential first aid supplies.
The updated publication of BS 8599-1:2019+A1:2026 outlines more specific requirements on first aid provisions for organisations operating in higher-risk environments that require additional items to address specific workplace hazards. Additional provisions may include burns kits and eye wash stations where those particular risks are foreseen.
The standard also provides guidance on the provision of Automated External Defibrillators (AEDs) within the workplace. The requirement for an AED, like any other first aid equipment, should be established through a suitable first aid needs assessment. The normal occupancy of the premises should be considered, including the presence of employees, contractors, and visitors, together with the nature and risks associated with the work activities undertaken. As a rule of thumb, the standard recommends that workplaces with a regular occupancy of five or more persons provide an AED or make sure that that an AED is accessible within two minutes.
Whilst there is currently no legal requirement for employers to provide an AED, its provision is regarded as best practice and demonstrates a proactive commitment to workplace health, safety and welfare.
All first aid provisions should be inspected regularly to make sure that all contents and equipment remain within their expiry dates, are in good condition, and are maintained at adequate stock levels.
